Learning English is about opening yourself up to a new lifestyle. You should become more interested in English-speaking cultures. You should also try to live your daily life mainly in English. This is the macro strategy to follow. In terms of the technical acquisition of skills, you need to follow a proper language course with a good teacher. The course should use a textbook written entirely in English. You also need a good dictionary, such as the Oxford Advanced Learner's Dictionary. Then you work hard. Forget about memorising (the correct verb is.not "recite") words. It is one of the most destructive things to do.
