Living in Yokosuka, Kanagawa. I'm living in Yokosuka, Kanagawa. Before coming here, I thought it would not be so difficult to make time to meet foreigners (especially american people) because there is the Yokosuka Naval Base just a 10 minute walk away from my house. However, living in Japan requires me to work so hard and so long to the point that is very difficult to make time to meet up with someone nearby. I'm usually free at night (like 10pm ~) but it seems no one is willing to go out to meet up at such a late time. So, I'm currently trying to find out a way to make friends who are in the same boat or are willing to hang out at night time.

It sounds quite formal, but that may have been your intention.

Perhaps instead of 'I thought it would [not be so difficult] to make time to meet foreigners'
you could try 'I thought it would be easy to make time to meet foreigners'
