A goal is a result that you wish to reach.  For example, your goal might be to learn three foreign languages within the next five years.

A "goal setter" is a person who establishes (sets) specific goals for himself.  For example:  "John is a goal setter.  He is determined to graduate from college in four years, then enter medical school.  Upon graduation from medical school, he intends to open his own doctor's office, get married, and have children."

"Authority" is the power to give orders to someone else who is expected to obey.  In this context, the verb "to question" means to dispute, disagree, challenge, or to express doubt about the truth or validity of something.  So when you "question authority," it means you express disagreement or doubt about what you are being told to do by those who have authority over you.  Example:  "The boss got upset with some of the employees who disobeyed his order that they work on weekends. The boss said he would not allow the employees to question his authority."
