What does "it" and "tagger" mean in games? If someone says, "Tag, You're it!". Is the person who said "Tag, You're it!" tagger? Or is the person "it"?I mean if A say "Tag, You're it!" to B. Is A "tagger" and B "it"?

The person who said this WAS 'it' until they touched the next person. Now the new person is 'it' until they catch and touch somebody else.

A was it until he tagged B, who is now it. You could refer to them as tagger and tagee if you needed to explain the rules, for example.
