I can only tell you what works for me, and this might be different than the answer someone else will give you (in fact, I'm sure it will.) But here is my opinion:
I think this depends on how good your English currently is. If you are just beginning to learn a language, the most important thing to do is to learn basic grammar, and basic vocabulary. English is a phonetic language, and there are only 26 letters. It will be way, way easier to learn to read English than to speak it.
Once you have an understanding of how the language works -- and you seem to -- the best way to get better at speaking it is to... speak it. I know, that isn't very surprising, and it's not a magic way to improve quickly, but it's really the only way to go about it. From the moment you think you are able to do so, you should be trying to have conversations with other people. Since you're living in China now, using a program like Skype can be good for this.
But, let me also give you a simple and easy exercise that might help you. You don't need anyone to do this, you just need a few spare minutes: read things out loud. Find something that is on your reading level, or just a little bit higher, and read it out loud. When we read, we tend to pass over words quickly. But by saying them out loud, your pronunciation will improve, and the more you do it, the less you will stumble. It will make your communication better.
