I agree with the others - more information please.
There is value in a college education - usually it means a better paid job or more opportunities. People with little education might be stuck in low-paid factory work, for example.
So... there is an expression. College education COUNTS.
We're not talking about counting up numbers. It means (here) to have value. Other examples: I hope my opinion counts (has value/is of some importance/will be included in the decision). Do my views on the matter count? I hope so! My experience must count for something! (my experience must have some value!)
The question could be - "Does a college education count for anything?" (Is it important/does it have value?)
