about grammar, the usage of it the policies pursued by the reelected American president, be it dealing with the economy, iran,or trade, promise to have a profound effect the lives and livelihoods of billions of people in all parts of the globe. I wonder if "it" here shuold be placed to "they", is it correct using "it" grammatically?

You could use 'they' here, but 'it' doesn't strike me as wrong. What does bother the reader, however, is your neglect of capitalisation. Capital letters at the beginnings of sentences and as initial letters of proper nouns are not optional niceties. They are are a necessary part of the written language!
