How long do you wait for a teacher/student/language partner when you had a session scheduled?

Ideally both parties should be punctual when having a lesson/session scheduled but sometimes life can get in the way. What do you think is an acceptable time to wait for a

a) teacher

b) student

c) language partner

to show up without prior notice that one might be late or can't make it?

It depends.
For a language exchange, I would say 15 minutes, but I don't think there is a one-size-fits-all rule. If I've nothing else to do I might just leave Skype open and surf the internet waiting for the person to connect. I am more relaxed in this regard because a) it's for free and b) if they are late the chat will be shorter, and that's it.
If I am paying I expect absolute punctuality, or *at the very least* to be informed in advance of possible delays (i.e. a message on the Skype chat saying "I'm 5 minutes late, sorry") and not to be charged for the time detracted from the actual lesson (if it's 5 minutes once in a while, ok. If it's more, or it's more often, though, I don't see why I should pay for a service I'm not receiving).
Waiting for a student: I'm not teaching right now but talking hypothetically I can wait as much as needed, but the time I've spent waiting will be considered part of the actual lesson, unless it's minimal or there is a serious reason for it. For example, if we have 1 hour lesson scheduled, and you arrive after 20 minutes, we'll have a 40 minutes lesson but I'll still charge the full price. It's the student responsibility to show up in time.

I was stood up by a teacher yesterday, waited the whole hour at my computer and sent several messages while doing that and now 24 hours I still haven’t received any explanation by the teacher. I think next time I’ll only wait 15 minutes and then go do better things.

a) If I'm paying for a lesson, I wouldn't want to wait more than 5 to 10 minutes without any previous message unless the time can be extended. For example, if the teacher is going to be 15 to 20 minutes late but offers to extend the lesson 15 to 20 minutes beyond the ending time, and if I don't have a previously scheduled appointment, I would be okay with that. If the teacher has back-to-back lessons, this may not be possible. In that case, I would want to reschedule the lesson or receive the credits back.

b) Before italki changed their policy, I was more strict with new students showing up late to a lesson. I know life happens, but time is valuable, and new students needed to prove their punctuality in the first lesson. As a tutor, I may be a couple of minutes late from time to time, but I take punctuality seriously.  My policy was if a new student showed up 10 minutes late without prior notice, they'd forfeit the credits. For returning students, since they've built a rapport with me, I've always been a bit more lax about it. Now, of course, I'm required to wait since the policy changed. Fortunately, I haven't had too many problems since they changed it.

c) For a free language exchange... I guess it would just depend on my mood and how long I want to wait, or if I have other appointments. If I feel like doing something while I wait, I'll do so. If have to get to my next appointment soon, then I'll wait and do something to pass the time until there's no time left.

Honestly I'd wait the whole time as well. I have nothing else better to do. lol.

Honestly I wait the full time. Once I know a student's lesson had started, I am there on Skype even until a few moments after the scheduled lesson was supposed to happen.
