You would hear: "He/she concluded..." "He/she arrived at a conclusion..." I can't say that "make a conclusion" is wrong, but you will very seldom hear it. "Apart from" would be used before your conditional; "other than", after. "Apart from those two, everyone passed the test." "Everyone passed the test, other than those two." Be careful that you don't get wordy. "No other cars have this feature, other than this one." - this is wrong, should be just: "No other cars have this feature." In the first sentence, the second phrase repeats what is being said..
