The original is an affirmation. I put this as an interrogation to bring about a discussion and have some learning of both linguistics and autonomous free-thinking :-)
Thanks for PocoMaxa, who found the real translation of this phrase for russian, and sorry for the mess in the last question. I was -and still am - really lacking of sources. Just a beginner russian autodidact student. I can't even read and pronounce the cyrillic alphabet as fast as I do with the latin... If you can put beside of the answer a free translation in english, or even another language you want, be welcome. :-)
