Almost all adjectives ending in 'ing' and 'ed' come from verbs in continuous and passive tenses. To bore someone = To make them bored. You can see that "he is boring" and "he is bored" are worded exactly like the present continuous and present passive forms of 'to bore'. So 'boring' describes the subject of 'to bore' and 'bored' describes its object. Because 'boring' can be considered an adjective, "he's boring" doesn't necessarily mean that he's only boring right now. It can mean that he bores other people in general.

Boring is the adjective that describes something. This movie is boring. Bored is the adjective form that describes your feeling. I am bored. Is this a boring guy? If you are asking a question you would say: Do you think he is boring? If you are making a statement you would say: This guy is boring. The match was total boring? The match was a total bore. I feel bored about the words he speaking? His speech is boring. Are you really bored with this relationship? This sentence is correct but you could take out the word "really".

'Bored' and 'boring' can be used as adjectives, but they describe things in different ways. These '-ing' adjectives describe the qualities of something, whereas the '-ed' adjectives describe a temporary state or feeling, which is caused by something. Here are two examples: I don't like David. I think he is boring. Oh, I'm bored. Let's go out and do something fun. We can see this difference between a temporary feeling and a permanent quality if we look at the words you asked about – boring and bored.

We use -ed adjectives to describe how we feel. We use -ing adjectives to describe what something or somebody is like. I could notice they were well employed but the structure of some sentences are not that well.
