Means in Russian испанский деньги and also can be about spanish currency if you are a foreigner and do not have the currency of the country! ;) (y)

Hmm, without further context, I would say "Spanish money" just means "money that is used in Spain and issued by Spain." Before 2002, that would be the "peseta." Since January 1, 2002, however, the money used in Spain is called the Euro, so effectively there is no longer any Spain-specific money, since all Euro-zone countries now use the same currency. Perhaps you are reading a pre-2002 text?

You don't mean "dinero", do you? Some English speakers use "dinero" as a slang word for money, but it seems more of an Americanism to me (maybe from the US states bordering Mexico). Would you have a link to the British culture test? :)

It could be literal. it could be just talking about the local currency, perhaps before the Euro. It was the Peseta. If it is figurative, it means the money has an attribute that compares it with Spain. It is hard to guess, but I would guess it is a negative. The only negative things I can suggest that are commonly associated with money are: a) of lesser value or b) not genuine or forged
