Agree with the previous answer. The only point I will add is that evaluating is more likely to involve quantification of something....like establishing the monetary value of something. Assessing is more about forming a perspective or opinion about something. But you can in most cases use these two words interchangeably.

To be honest there is very little difference between the two. I think that evaluate requires more objective criteria whereas assess can be more subjective.
