Le due parole sono più o meno intercambiabili. È difficile spiegare, ma "whether" ha una connotazione positiva, e "if" ha una connotazione neutra. Si usa "if" come la sua tradizione a italiano "se", ma "whether" è più complessa. Quando si usa "whether" con il verbo "depend on" (dipendere da), "whether" è intercambiabile con "if". Per essempio: Whether or not we go outside depends on the weather. Però, "whether or not" anche vuol dire "anche se". Per essempio: "We will go outside whether or not the weather is nice" --> andremo fuori anche se il tempo non è bello
