There is a "is" before "yet to be" in the second sentence and there isn't in the first.Why? Incomplete market system and emergency response capability( yet to be) enhanced. China's energy market system (is yet to be) completed, as the energy pricing mechanism fails to fully reflect the scarcity of resources, its supply and demand, and the environmental cost. I found the original text after a quick search. The first sentence is a heading, and uses a reduced form of English. The second sentence is part of the paragraph, and follows regular grammar rules.
