In this case, you can think of "bold" as the opposite of "shy". If you went to a party and wanted to blend in, you would wear normal clothes, but if you wanted to visually stand out, you could wear a bold outfit. This means clothes or accessories that are especially eye-catching, for any reason. They may be bold because they are revealing (showing a lot of skin), or because they are bright colors, or an unusual design. Actors often wear bold outfits to increase their chances of having their photo taken by a magazine in order to increase their popularity. One thing to note is that "bold" is not positive or negative, so it can be taken either way. If your co-worker has a new tie, and you say "wow, what a bold tie!" you might mean "that is so noticeably ugly I can't believe you are wearing it!" or "that is so stunning and memorable it is a daring fashion choice and looks good on you." A bold outfit refers to some really provoking clothes. Something that not everybody would wear, but that is really attractive to some men. For example, a girl wearing a short, red dress has a bold outfit. Someone wearing this type of outfit is to be noticed by their extravagance, their courage, but most of all, by their attitude.
