Hmm, I think that's Tyrion or Ser Jorah talking to Daenerys? "bull over" isn't a common expression, and the meaning depends on what happens next. It probably means that she talked over him; she didn't let him finish speaking. The sentence, “Your Grace—” also suggests this meaning. Normally we put a dash ( — ) when someone is trying to speak but someone else doesn't let them finish.

If I had to guess at the meaning...well a bull is a male animal (cow, elephant, etc), so I would use the context you have given and say that it is the idea of a woman intimidating a man - but I am not certain. I've never heard this phrase before. It's possible that it is specific to a particular region. I'm thinking possibly US English? So, I would be cautious about using it in any international conversations.
