"Silver spurs" are the boots that cowboys used to wear (might still do) They are just normal boots but they have a metal thing attached to them (i think used for horse riding but not sure - search for "silver spurs on google, im sure you'll find a pic). When they walk it jumps up and down and makes a noise. If something "jingles to something" it means it "makes music with something" hope that answers your question

And when you walk they freely move like a watch on your wrist if you wiggle your arm. and this action makes them Cling/dance/bounce/chime if two pieces of metal hit eachother it makes a noise, the metal on metal noise that spurs make is kind of jingling or bell like.
