Personally, I've never heard this term for a shoe style. I only know that it's when the top of a woman's dress or shirt is low enough that it shows her cleavage -- of course, meant to be sexy. But then I found a website that gave a description of the shoes. It seems to me that they are shoes that are feminine and sexy. I had never heard the expression either and when I read the title of this question, I guessed maybe they are shoes that are suitable for wearing with an evening dress. However, the explanation offered in the previous comments makes more sense. If I'm not mistaken, "décolleté" should mean "revealing" in French (décoller – to take off), so shoes would be called "décolleté" simply because a large part of the foot is left bare. But I'm only guessing here.

I imagine they have a low "neckline" ... so how would that work on a shoe? I suppose the top of the foot is left largely bare in this type of shoe ...

I just searched "Décolleté shoes" on Google and the image shows a pair of pointed high heel shoes. I'm a native English speaker and this is the first time I've heard of this word since it is French. In English, you can just called these "high heels with pointed toes" or "pointed high heel shoes." The website probably used the French word because it sounds fancy :)
