This is a hard decision to make. because no matter you live in city or country, both of them have pros and cons. A city refers to more education and career opportunities which can help us easily achieve our goals. but on the other side, a city usually features heavy traffic and expensive living cost. If you live in country, less pollution and traffic can really make you feel comfortable. The scenery around country is nice too. Country is a great place to relax and have a trip, where can let us forget all the troubles caused by our work. But sooner or later, we need to go back city and continue our city life. we have to work to support family. So we don't need to make a choice between city and country or suburb. each of them has their own duty. In fact, where we stay depends on what time period we are in. We spend our free time in a suburb, and work in tall buildings all day long during weekdays.

A city can usually REFER to anything. BUT and ON THE OTHER HAND are kind of the same, so don't use both.
