Some people make money by hiding cars' license plates when entering the congestion charge zone in my country, Iran. It means that the entrance of cars to some streets is not allowed on some days. These people usually work at junctions or entrances of streets that have CCTV. So to prevent getting fined for violating this restriction these people get money and cover number plates with their bodies and walk behind or in front of the car while it's moving slowly.

Interesting! You wrote this well. I assume the congestion charge is supposed to prevent traffic jams? In my city, there are some laws like that. During rush hour, you cannot turn left on some busy roads and there are cameras to watch for violations. But the drivers who ignore that rule drive so fast that it would be impossible for someone to cover their license plate as it’s moving.
