After searching all over the internet for the definition of "barring surgery" I failed to find any.
Can you, please, tell what kind of surgery is that?

Richard, so then I guessed correctly. This possible meaning - "excluding surgery" came to my mind the second I read Preston's answer.
It's not actually a type of surgery. Barring is a word used in many expressions. It means something along the lines of: 'with the exception of' or 'but for'.
"Barring accidents, the whole team should be fit for Saturday."
"With the exception of / but for accidents, the whole team should be fit for Saturday.
'Barring a miracle' is often used.
