这个典故确实很有意思。我的理解是：当时的生态环境很好。我在《水生态工程》一书第七章“河流治理生态工程”一开始，就用了这个典故作为引子。鱼很开心地在桥下水中游来游去，不是说明水质很好吗？现在很多河里水质已不适合鱼生存，看不到鱼了，我们吃的鱼，大多是养鱼池中养出来的。各人理解可能不同，不知其人有何理解？
