Welcome to the city with over 3000 thousand years. I'm writing this letter to apologize because I cannot manage to meet you at airport on time. As I remembered, your arrival time is on 10 am 1st, April. However, I will have a IELTS test which will start at 9am to 10.30am. The test is essential to me whether I can go to Melbourne to study accounting. I will probably be the airport at 11.30am if there is no traffic jam. Would you mind waiting for me at the airport? I will try my best to go there as soon as I finish my test. I am going to wear a red coat and blue jeans. Also, I could send you my photos in order to you can identify me if you like. As I remembered, your arrival time is on 10 am on the 1st, April. However, I will have an IELTS test which will start at from 9am to 10.30am. The test is essential to determine me whether I can go to Melbourne to study accounting. I will probably be at the airport at by 11.30am if there is no traffic jam. Would you mind waiting for me at the airport? I will try my best to go get there as soon as I finish my test.

* You could just put "I cannot meet you" but "I am not able to meet you" is more polite.

** I would probably use "problems" here rather that "difficulties" but difficulties would be understood.
