Yes, although better syntax is “he was looking thoughtfully at the picture” By the way, in your question say “is THIS correct?” Use this because the sentence comes BEFORE what you’re asking us about. If you’d posted the sentence you wanted checking first and your question AFTER it, then you’d say “is that correct?”

("thoughtfully" modifies either word) The decision where best to place "thoughtfully" depends upon which word you wish it to modify. Do you want it to modify "looking" (the way he looked)? Do you want it to modify "he" (the thoughtful person)? You should place it closest to the word you want it to modify.
