Are "leisure" and "laziness" synonyms ?

No. Leisure refers to activities or a state of being where one is not working and/or is enjoying oneself. Laziness is a negative characteristic and refers to the quality of being lazy.
"Mitch let all the dishes pile up in the sink because he was too lazy to do them."
"Working only 4 days a week gives me a lot of time for leisure activities!"
