Italians usually say / per il popolo /, meaning /for the people/, or
/in favour of the people/.
/verso il popolo/ has an immediate, non metaphorical meaning, like in:
Il Presidente parlava, ma non guardava verso il popolo, che lo
acclamava dalla piazza; le acclamazioni sono poi cessate.
(verso: in the direction of ...)
