'Ferocious' means fierce, savage and/or extreme.
'Cruel' means something that knowingly hurts, either physically or emotionally, especially if the person causing the hurt enjoys it. The person does not have to be fierce or extreme - they could make a comment to another person that would hurt that person's feelings. If they don't yell or act in an extreme way, you could not say it was fierce.
