Is it correct His name is engraved in my heart. Do we use this idiom only to talk about the past and memories and dead people? Can I use it to talk about someone alive? Thanks!

You can use it for either. I don't think it implies being alive or dead at all. If he were dead you wold probably say: His name WAS engraved in my heart. Anyway, there is definitely no implication.

If I heard this phrase, I would assume one of two things: 1) The girl is lovesick and overly dramatic. 2) The person she is referring to has passed away. If you love a person, just 'I love you' will have all the effect you want, without being overly dramatic. It can be a very underestimated phrase.
