Read them as individual digits. Because 一 (yi1) and 七 (qi1) might get confused in less-than-ideal acoustic conditions (you're on a pay phone as the train is pulling into the station), "one" is often 幺 (yao1) to distinguish (Cf. German "zwo" for "zwei" to distinguish from "drei"), though that may be more of a mainland thing. A phone number of all eights?! *Very* lucky! :)
