As Michael said, נפסק is the passive form of פוסק. In everyday speaking, it doesn't really matter which form you use. Both sound a bit too literary, in spoken Hebrew one would probably say: זה לא מפסיק (it doesn't stop).

According to the grammar, it's like " not stopped by something or someone " vs. " not stopping by itself " .
