中英符号区别 “———”and"《》"only exist in Chinese? I've never seen this two symbols in English.

“《》”这个符号起源于法语,是引号的一种形式,法语叫做“guillemets français doubles”,也就是“双法国引号”,而在英语中就简单地叫“guillemets”。这个符号除了法国和一些拉丁国家外,在俄罗斯和前苏联国家也有使用,所以之前回答的乌克兰人以为这是从俄语引进的。当然事实并非如此。 中文的破折号应当是借自英语,英语中破折号有长短之分,短的叫en dash,长的叫em dash。中文引入的是长dash。
