I'm going to mention the words and phrases that occur to me, but quote a dictionary definition just to be sure... I'll use ahdictionary.org. "Nouveau riche"--a borrowed French phrase, not pronounced accurately. "One who has recently become rich, especially one who flaunts newly acquired wealth." "Philistine" means "A person who is smugly indifferent or hostile to art and culture."--ahdictionary.org "Ostentatious" means someone who likes to flaunt wealth. "Boorish" means having "rude, clumsy manners and little refinement."

There isn't one universally used word for this kind of thing. I suppose you could say they are tasteless? It doesn't quite cover your description though. They are the opposite of the dictionary definition of a snob; it's too bad that we don't seem to have a single word for that. Your description is also a stereotype of the noveau riche (someone who is newly rich, opposed to those with "old money," who because they grew up with wealth and stereotypically are snobs or have a sense of culture). One of the contributors to the aforementioned discussion suggested the phrase "born with silver spoon in one's mouth." However, as that person noted, "silver spoon" doesn't quite capture what you are after, but it can have that meaning in certain contexts.

The first phrase that comes to my mind is also 'nouveau riche'. It's pronounced 'noovoe reesh', and is French for 'new money'. It describes people who have wealth but not 'breeding', and suggests that they have plenty of money than but very little taste.

A rich, white male is usually referred to as a "douchebag" when they are particularly obnoxious and self-centered. it is a pretty strong word. "Preppie" refers to a particular style that emphasizes wealth and can be ostentatious. If it is just that they are too showy then they might be called a "fop", "dandy", or a "popinjay" (these terms seems a bit old, but they can be used ironically and are kind of fun). They are not necessarily offensive, just terms to point out that a man spends a lot of time on his appearance and is what we call "flashy".
