This is a reference to parking meters on the street. You pay to take up a spot on the road, but there is usually a limit to the amount of time that you can buy. So using the idiom "feed the meter" can mean that you are not ready to move yet, so you are finding a way to stay what you are doing a while longer, like putting more coins in the parking meter. It is actually a good antonym to the idiom "pull the trigger" that I explain above your post. At some point, you'll either need to pull the trigger or feed the meter.
