What is difference between "turban" and "headband"?
Exo 39:28 and the turban of fine linen, the linen headbands and the undergarments of finely twisted linen.

These days - a turban is a headdress that covers the entire head. A headband just goes around the outside of the head. e.g. a sweatband is a type of headband.
As your example is somewhat archaic language, it is hard to tell what it was used for then.
