When someone says "you're all fluff.", what does it mean?
In a movie, a woman told about her boyfriend,
"He's not so bad. Well, he has a temper. Deep down, he's all fluff."
I wonder what exactly does be all fluff mean in this?
I searched a dictionary for fluff, but that didn't make my confusion cleared up.

I think what she wanted to express is that deep down inside her boyfriend is very gentle and sweet despite his appearance. Girls like fluffy stuff.
