都这时候了 = time has come. 都这时候了, 你还哭, the time has come and you are still crying? 都什么时候了 = what time has come. 都什么时候了, 你还哭 to what time has come and you are still crying. In standard English, "What time is it now that you are still crying"

The first phrase is not really used very often in my daily life,but yes,we do use that sometimes when you wanna urge someone.Like "都这时候了,还没想好。” (You haven't thought about it carefully till now)。However,都这时候了 can also be replaced as 都到现在了,this phrase has the same meaning and is also commonly used in our daily life. 都什么时候了 uses rhetorical question to express the person is really mad at you not being hurry or something hasn't happen when it should.I will say this is more commonly used since we have many phrases and sentences that use rhetorical question and you usually hear people say that in China. For example, "都什么时候了,珍妮还没来?” (What time is it now but why Jenny still hasn't showed up?)You use this daily expression when something should have happened by the time you say that.

It depends on when you would use them. I think it acceptable and suitable to use these two sentences when 1. somebody is doing something important leisurely and unhurriedly 2. he/she may be slow to take some necessary actions 3. there may be something more important left to be done but he/she is doing something irrelevant or maybe more circumstances to be added. 都这时候了/都什么时候了 implicate that "what should you have been doing now and how could you spend time on this" or "how could you take your time to conduct this important mission"

l两句是一个意思,都可以用于责备的语气,但是责备的程度都非常轻,可以责备别人,也可以责备自己。如:1都这时候了,电影该散场了。2都什么时候了,老师怎么还不下课呢?3都这时候了,我还没做完作业呢。
