The difference is that "När" doesn't imply a time, not even a specific point in time, so it could be a week, a month, a year, a decade or an era. Or it could be a specific point in time. It could be whatever time measurement.
- När föddes du? (When were you born?)
- Åh, det var på 1970-talet. (Oh, it was back in the 1970's.)
- Vilken tid föddes du? (What time were you born?)
- Jag har för mig det var runt klockan 13. (I believe it was around 1pm.)
- När ska vi gå? (When are we leaving?)
- Om fem minuter. (In five minutes.)
- Vilken tid ska vi gå? (What time are we leaving?)
- 17:50. (5:50pm.)
"Hur dags" also refers to a specific point in time, it means "When, during the day" and it is not as exact as "Vilken tid".
