It is a language or speech intended to incite and encourage a team or to impart gradually enthusiasm and determination in a staff.
to give or deliver a pep talk:
The football coach gave the players a pep talk before starting the match.
The chairman delivers annual pep talks with bonus and incentive promises to motivate the employees towards better performance.
