Used metaphorically 'drawing a lot of water' is not as Matt describes it. Literally, when we say that a big ship draws a lot of water, we mean that its keel is deep underwater. Metaphorically, if somebody draws a lot.of water this means they take up a lot of room, they are important. It is used to describe a politician's influence: Donald Trump draws a lot of water in Florida.
Its use in this context seems inappropriate, as if the writer were as confused about using it as Matt is about reading it: all bets are off.
