What does it mean by 'on the same side of the road'? And does 'the road' refer to 'School Road'? We also plan to widen the pavement on School Road. We think we can manage to get an extra half-metre on the bend just before you get to the school, ***on the same side of the road***.

It isn't very well written, but it seems to mean "on the same side of the road *as the school*" ="on the school's side of the road" "the road"= "School road" "pavement" means different things in different countries. In England, "pavement" means what Americans would call a "sidewalk"--the thing beside a road that people walk on. In America, "pavement" would mean the road itself--the place where cars drive. So, the sentence would have different meanings depending on if it were written in America or England.
