I would say it is more likely this is being used as "a person who enjoys pet animals". This would be similar to saying "He is a dog person." In this case, he enjoys taking care of dogs, petting them, and otherwise being around dogs. Either way, more context would be helpful.

To me it doesn't seem natural to use the word "pet" as an adjective to describe a person. One way it can be used as a noun referring to a person would be "John is the teacher's pet." This means John is the teacher's favorite student and the teacher shows obvious, unfair favoritism toward John.
