Definition of 'policy': https://www.merriam-webster.com/dictionary/policy Definition of 'politics': https://www.merriam-webster.com/dictionary/politics My brief opinion of the difference is a 'policy' is a rule set in place, and 'politics' is the subject/topic on government related issues/debates. When are they used? I kind of don't understand the full extent of what you're asking, but you would often see or read about 'politics' in the news or government related things. As for 'policy', you can most commonly find this used in a workplace (or websites that have policies you have to agree to in order to use the website, e.g.) that has guidelines/rules/policies in place to protect an employee or employer as well as in government related things.
