yes, because “准备”can be a verb and a noun.There is another word“地”, the pronunciation is the same as “的”, the sentence“迅速地准备”, “准备” is a verb here. If a adj word after“的”,the word can be a adj, like“她真的美丽”，and also can be a noun like“她的美丽”.
