what is the meaning of "a page turning story"? Does it mean that the story is dramatic?

The idiom means that the book makes you feel eager or excited to "turn the page" -- to read the next part. We can also call the book itself a "page turner":
"You should read this book! It's a real page turner."

It could be dramatic, yes - generally it simply means that the story is so interesting it is hard to stop reading (hard to put down) , because you really want to know what will happen next (could also be called 'a gripping story').
