Sometimes, yes, but in a more formal setting. Usually the phrase that would be used would be "not often".
"He seldom goes out." = "He doesn't go out very often."
The first one would be in a formal setting. The second would reflect normal spoken English.

Hello Nika,
As fdmaxey says it is used more often in written forms or formal ones.
Other words for 'seldom' in practical spoken English are:
' not often' , ' rarely' , 'once in a blue moon' etc....
