same meaning as why, different word order:
-How come you don't live with mommy?
-Why don't you live with mommy?
-Why is our laptop broken?
-How come our laptop is broken.
the sentence following "how come" is declarative.

"how come" would literally mean "why" or "how does it happen (that)"
'how come you're not eating your food?' = 'why are you not eating your food?'
'how come he was able to get inside the secured area?' = 'he was able to get inside the secured area? how does it happen?'
