The word "envy" can be used as a verb or as a noun.
Verb: I envy my neighbour. He has such a lovely car.
Noun: When I think about my neighbour's car, the emotion I feel most is envy.

Sorry, I don't know "羡慕" and "嫉妒", but I can give you some examples.
In English, you can use "envy" as a verb or a noun:
1) I envy him [because he has a lot of money].
2) She was full of envy.
Both the verb and the noun mean "jealous" and "to be jealous", respectively.
1) I am jealous of him
2) She was full of jealousy.
I hope that helps! :)
Kind regards, Choppy
