It is used to identify a simpler case, a more general case. Or just another case (for that matter). "I don't like carrots. Or any vegetables for that matter." Related to "by the way" or "actually" "or on Google, for that matter" could possibly be rewritten "or even on Google." Although, the context is difficult to see with the limited text provided.
