Why the sentence "I can speak English and speak Chinese is not correct? How to use "and"?

You don't really need to repeat the verb twice,it is redundant . The correct form is: " I can speak English and Chinese." or "I can speak both English and Chinese."

Since both are same "speak" just use once. For example, "I am going out with Michael and Mary".
